Specializing in residential, commercial, and storage facility property management and sales, Premier Property Management manages a portfolio with over 800 rental properties. Our founder has over 30 years of property management and real estate experience. We are committed to providing our clients and customers with the highest level of service in the industry.

Linda Hougan – President & Designated Managing Broker
Linda Hougan founded Premier Property Management, Inc. in 2001. Prior to founding Premier, Linda ran another successful property management company in Clark County. She has over 30 years of experience in property management and real estate in the SW Washington area. Linda is knowledgeable in all aspects of property management and is a leading area expert in the field. Linda has also testified as an expert witness in Washington Superior Court. Linda is a licensed Real Estate Managing Broker in the State of Washington and is a member of the national, state, and local associations of REALTORS®. Linda also works with Buyers and Sellers and is well versed in the SW Washington Real Estate Market. She is experienced with sales involving residential properties, multi-family / investment properties, and small commercial properties. Linda is also experienced with real estate development.
Shane Smith – General Manager / Managing Broker
Shane oversees the operations of the firm, including regulatory compliance, legal matters, client communications, and account management. Shane has over 16 years of property management and real estate experience. Shane has extensive real estate consulting experience and provides expert witness services for real estate related cases in Washington. Shane has testified as an expert witness in Washington State Superior Court (in both King County and Clark County) on multiple occasions. He is a licensed Real Estate Managing Broker and Notary Public in Washington. Shane is a member of the national, state, and local associations of REALTORS®. He also holds the Broker Price Opinion Resource (BPOR) designation with the National Association of REALTORS® and is a resource for providing broker price opinion analysis. Shane also works with Buyers and Sellers and is well versed in the SW Washington Real Estate Market. He is experienced with sales involving residential properties, multi-family / investment properties, and small commercial properties.
Victoria Kravets – Accounts Specialist
Victoria oversees client and customer accounts as the Accounts Specialist. She ensures prompt and accurate client, customer, and vendor payments. Victoria provides exceptional customer service at multiple points of contact. Victoria has years of property management accounting experience and prior experience in the financial services industry. Victoria speaks fluent Russian & Ukrainian as well.
Teresa Welton – Leasing Agent
Teresa is our dedicated leasing agent, coordinating and performing all showings for our rental properties, and assisting with property related questions as well as assisting new tenants with the moving process. Teresa provides exceptional customer service and brings years of experience in the building/electrical supply and customer services industries to her position.
Dawn Townsend – Front Office Coordinator
Dawn oversees front office operations, including providing exceptional customer service, processing rental applications, assisting with scheduling / appointments, preparing communications, assisting with maintenance dispatching, and answering general questions. Dawn bring years of property management and leasing experience to this position. Dawn speaks fluent Spanish as well.
David Kinsman – Property Inspector
David is our property inspector, coordinating/performing property and lease compliance inspections, assessing maintenance issues, and coordinating related issues with property owners, tenants, and maintenance vendors. David brings years of experience in both hands on maintenance work and in maintenance supervision in the residential property management industry.
Michele Monroe – Real Estate Broker
Michele represents buyers and sellers in real estate purchases on behalf of Premier. Michele is a knowledgeable real estate broker and has the experience and tools necessary to meet your real estate needs. Michele has years of real estate experience in both the Clark County and Portland real estate markets. Michele is a licensed Real Estate Broker in Washington and Oregon and is a member of the Association of REALTORS® at the national, state, and local levels.
Rachel Lopez – Real Estate Broker
Rachel represents buyers and sellers in real estate purchases on behalf of Premier. Rachel is a knowledgeable real estate broker and has the experience and tools necessary to meet your real estate needs. Prior to her current career in real estate, Rachel had over a decade of experience in restaurant and hospitality management for a major corporation based in Portland, Oregon. Rachel is a licensed Real Estate Broker in Washington and is a member of the Association of REALTORS® at the national, state, and local levels.
